Technical audit of land plots

During the technical audit of the land plot it is recommended to analyze the available information and urban planning requirements on the land plot of interest (analysis of initial permits, the study of the master plan of the object of audit, territory planning, rules of land use and development of the territory, cadastral documents, etc.).

During the audit, numerous official requests and collection of information about the site of the upcoming development are carried out:
on existing public easements on the subject of the audit;
on the presence/absence of objects within the borders and outside of boundaries of zones with special conditions of use of territory (SOIT);
conclusion on the presence/absence of cultural heritage objects on the land plot;
information on the presence/absence of specially protected natural areas;
information on the presence/absence of objects of historical and cultural heritage;
information on the presence/absence of mineral deposits;
information on the presence/absence of sources of drinking water supply;
historical information on the use of land;
information on the presence/absence of hazardous production facilities near the site in question;
information on the presence/absence of water bodies and possible encumbrances;
information on fisheries characteristics of watercourses, site survey, if available;
information on the category of water bodies located near the land plot in question or on the land plot itself, as well as on the construction restrictions imposed by these objects on the land plot;
information from Supervisory authorities including, but not limited to, Rospotrebnadzor, Rosprirodnadzor, Rostekhnadzor, Rosselkhoznadzor, Ministry of Defence and other Supervisory authorities on the presence/absence of any restrictions or regulations regarding the land plot;
information on the presence of restrictions on the part of networks, roads (type of networks, security zones, zones of minimum distances, the presence of roadside lanes, right-of-way, sanitary gap, etc);
information on the presence of green spaces indicating the number and species composition of trees and shrubs on the proposed development site;
information about the category of forests;
information about the possibility/impossibility of forest vegetation demolition in the usual order;
information on the distribution areas of plants and animals listed in the Red Book in the study area;
information on the agreed areas of dumps and recycling of waste 5-1 hazard classes;
information on the need for demining the territory;
information on background concentrations of pollutants in the air in the work area, as well as background radiation conditions;
other information that can influence the development of the project.

In the process of technical audit is performed:
identify encumbrances territory and scope of works possible removal of the identified encumbrances (SOFT) with a preliminary calculation of the cost;
preliminary approval points and connection types of designed objects to networks;
preliminary coordination of options for connecting the site to the road network. Possible arrangements for land with roads, the ability supply W/e ways;
obtaining preconditions for connection to networks, street and road networks. Preliminary calculation of the cost of technical SPECIFICATIONS;
identification of encumbrances in the areas through which it is planned to connect to the networks and the road network.

At the stage of a detailed technical audit of the land, it is recommended to perform the following types of work that can affect the cost of the project:
the refinement of the availability and approximate costs of construction and household garbage;
determination of the approximate volume and cost of works on dismantling of existing facilities and communications, as well as the cost of disposal of construction waste;
determination of need and estimated volume of the clean-up;
perform a preliminary assessment of the environmental impact of the designed facility, including the impact on adjacent sites;
determination of the need for any other special environmental protection measures to be applied to the investigated and adjacent land plots (risks associated with possible impacts on adjacent buildings and land, restrictions on operational activities, the need to reduce noise, lighting, impacts on vegetation, water, protection of natural or historical heritage, etc.).);
determination of the need to observe special precautions during construction and operation of the facility;
sanitary-chemical, microbiological and parasitological studies of soils and groundwater to determine the degree of pollution and the cost of remediation and recommendations for the treatment of soils;
drilling of engineering-geological wells and field tests of soil to determine the engineering-geological, hydrogeological conditions of the site, recommendations for the choice of the type of foundations and engineering protection of the territory from dangerous geological processes and aggressive groundwater. Determination of the preliminary cost of the organization of measures to protect the territory at the stage of construction and operation. Perform the calculation of the bearing capacity of soils. On the basis of give recommendations on the choice of economically justified type of foundations;
a topographical site survey;
the definition of the natural terrain surface to plan for the area from archival sources.

When performing engineering-geodetic it is necessary to fulfill the following requirements for the content of the reporting material:
update previously blurted out the survey;
